Steep lemons in brandy at room temperature overnight. Combine sugar with 3/4 cup water in a saucepan and bring to a boil, stirring occasionally until sugar dissolves. Remove from heat and add tea bags. Steep for 2-3 minutes, discard the tea bags, and let the syrup cool.
A few hours before serving, combine the lemons, brandy, syrup, rum, and pineapple in a large pitcher or bowl and chill in the refrigerator. To serve, transfer this mix to a punch bowl with a big block of ice. Add the Champagne (or spakling wine) and sparkling water. Stir gently to mix.
